PARTIJE 1. Partija 1 Procijenjena vrijednost: 14000 EUR USLOVI UČEŠĆA 1. U postupku jednostavne nabavke može da učestvuje samo privredni subjekat koji je je upisan u Centralni registar privrednih subjekata ili drugi odgovarajući registar u državi u kojoj privredni subjekat ima sjedište, što se dokazuje dostavljanjem dokaza o registraciji u Centralnom registru privrednih subjekata ili drugom odgovarajućem registru u državi u kojoj privredni subjekat ima sjedište, sa podacima o ovlašćenom licu, odnosno izvršnom direktoru privrednog subjekta. Minimum jedna potvrda mora biti izdata od strane turističke organizacije ili drugog subjekta iz oblasti turizma. Pod istim poslovima podrazumjevaju se usluge hostinga i održavanja sajta realizovane u Credo 6 CMS sistemu, koji se zasniva na Symfony 5 PHP razvojnom okviru za turističke organizacije ili druge subjekte iz oblasti turizma pojedinačne vrijednosti minimum 5.000,00 € sa PDV-om. Pod sličnim poslovima podrazumijevaju se usluge realizacije izrade, redizajna, hostinga i održavanja web sajtova u specijalizovanom CMS sistemu, koji se zasniva na Symfony PHP i koji obuhvataju razvoj i implementaciju specifičnih funkcionalnosti kao što su online rezervacije, prikazivanje atrakcija/aktuelnosti, integracija sa bazama podataka, kalendare događaja, implementaciju AI tehnologija pojedinačne vrijednosti minimum 5.000,00 € sa PDV-om./The business entity is obliged to have a minimum of experience in the high-quality and successful performance of the same or similar jobs in the field of the procurement subject, as demonstrated by certificates issued by the user regarding the services provided, on the high-quality and successful performance of the same or similar jobs in the field of the procurement subject - experience in high-quality and the successful implementation of a minimum of three services during the previous years, but no longer than five years, including the year in which the procurement procedure was initiated, which contains the description and value of the procurement object, the time of contract implementation and the statement that the contract was executed in a timely and quality manner and the contact person, his e-mail address and phone number, to check the data from the confirmation. The term similar services refers to the development, redesign, hosting, and maintenance of websites in specialized CMS platform based on Symfony PHP framework, including the development and implementation of specific functionalities such as online bookings, attraction/news displays, database integrations, event calendars, and the implementation of AI technologies, with a minimum individual contract value of €5,000.00 including VAT. 3. Privredni subjekat je dužan da posjeduje stručne i kadrovske kapacitete koji su potrebni za izvršenje ugovora i to: radni tim od najmanje 6 lica i to: -1 lice angažovano na poslovima Vođe tima, -najmanje 1 lice angažovano na poslovima analitičara, -najmanje 1 lice angažovano na poslovima sistemskog arhitekte, - najmanje 2 lica angažovanih na poslovima programera, - najmanje 1 lice angažovano na poslovima Web dizajner / UX ekspert, što se dokazuje dokazom o načinu angažovanja radne snage (prijava na osiguranje zaposlenog, ugovor o radu, sporazum o preuzimanju zaposlenog, ugovor o korišćenju sposobnosti drugog subjekta ili drugi akt u skladu sa zakonom). Vođa i svi članovi tima moraju imati najmanje VII1 nivo nacionalnog okvira kvalifikacije obrazovanja. Pod odgovarajućim refererencama za vođu tima - 1 lice se podrazumijevaju reference za pružene usluge na poslovima u oblasti upravljanja projektima; - važeći međunarodni sertifikat iz oblasti upravljanja projektima (Project Management Professional (PMP), PRINCE Practitioner, PMI, IPMA ili sličan) izdat od strane nadležnog organa ili ovlašćene organizacije. Analitičar: - dokaz o završenoj stručnoj spremi - diploma, uvjerenje, svjedočanstvo ili drugi odgovarajući akt nadležnog organa ili organizacije; - minimum 1 referenca, a maksimum 3 odgovarajućih referenci izdatih od strane korisnika o pruženim uslugama tokom prethodnih godina ali ne duže od pet godina, računajući i godinu u kojoj je započet postupak javne nabavke, koja sadrži opis i vrijednost predmeta nabavke, vrijeme realizacije ugovora, konstataciju da je ugovor blagovremeno i kvalitetno izvršen i podatke o kontakt osobi za provjeru istinitosti podataka. Pod odgovarajućim refererencama za analitičara – 1 lice se podrazumijevaju reference za pružene usluge na poslovima u oblasti i analize i optimizacije online rješenja; - važeći GA4 sertifikat izdat od strane nadležnor organa ili ovlašćene organizacije. Sistemski arhitekta: - dokaz o završenoj stručnoj spremi - diploma, uvjerenje, svjedočanstvo ili drugi odgovarajući akt nadležnog organa ili organizacije ; - minimum 1 referenca, a maksimum 3 odgovarajućih referenci izdatih od strane korisnika o pruženim uslugama tokom prethodnih godina ali ne duže od pet godina, računajući i godinu u kojoj je započet postupak javne nabavke, koja sadrži opis i vrijednost predmeta nabavke, vrijeme realizacije ugovora, konstataciju da je ugovor blagovremeno i kvalitetno izvršen i podatke o kontakt osobi za provjeru istinitosti podataka. Pod odgovarajućim refererencama za sistemskog arhitektu – 1 lice se podrazumijevaju reference za pružene usluge na poslovima arhitekte informacionih sistema. Programer: - dokaz o završenoj stručnoj spremi - diploma, uvjerenje, svjedočanstvo ili drugi odgovarajući akt nadležnog organa ili organizacije; - minimum 1 referenca, a maksimum 3 odgovarajućih referenci izdatih od strane korisnika o pruženim uslugama tokom prethodnih godina ali ne duže od pet godina, računajući i godinu u kojoj je započet postupak javne nabavke, koja sadrži opis i vrijednost predmeta nabavke, vrijeme realizacije ugovora, konstataciju da je ugovor blagovremeno i kvalitetno izvršen i podatke o kontakt osobi za provjeru istinitosti podataka. Pod odgovarajućim referencama za programera – 2 lica se podrazumijevaju reference za pružene usluge na poslovima web programera na Symfony 5 web okviru. Web dizajner/UX ekspert - dokaz o završenoj stručnoj spremi - diploma, uvjerenje, svjedočanstvo ili drugi odgovarajući akt nadležnog organa ili organizacije; - dokaz za posjedovanje najmanje pet (5) godina radnog iskustva kao UX web dizajner što se dokazuje potvrdom izdatom od strane poslodavca ili drugim aktom izdatim od strane poslodavca ; - važeći međunarodni sertifikat iz oblasti korisničkog iskustva (UX); - minimum 1 referenca, a maksimum 3 odgovarajućih referenci izdatih od strane korisnika o pruženim uslugama tokom prethodnih godina, ali ne duže od pet godina, računajući i godinu u kojoj je započet postupak javne nabavke, koja sadrži opis i vrijednost predmeta nabavke, vrijeme realizacije ugovora, konstataciju da je ugovor blagovremeno i kvalitetno izvršen i podatke o kontakt osobi za provjeru istinitosti podataka. Pod odgovarajućim referencama za Web dizajnera/UX eksperta se podrazumijevaju reference koje obuhvataju usluge izrade, redizajna i održavanja web sajtova, uključujući UX dizajn, strukturisanje korisničkih tokova i unapređenje korisničkog iskustva. Napomena za sve: Kao validne reference će se uzimati one usluge koje su realizovane tokom prethodnih pet godina, računajući od roka koji je određen kao rok za dostavljanje ponuda. Referenca koja je dostavljena za isto izvršenje posla od strane istog korisnika usluga a u kojoj je navedeno više lica koje je ponuđač ponudio, prihvatiće se za svako ponuđeno lice posebno. / The business entity must possess the professional and human resources necessary for the execution of the contract, including a project team composed of at least six (6) members, as follows: • 1 person engaged as Team Leader • At least 1 person engaged as Business Analyst • At least 1 person engaged as System Architect • At least 2 persons engaged as Developers • At least 1 person engaged as Web Designer / UX Expert which is demonstrated by evidence of the manner of workforce engagement (employee’s social insurance registration, employment contract, employee transfer agreement, agreement on the use of the capacities of another entity, or any other act in accordance with the law). Team leader and all team members must have attained a minimum education level equivalent to Level VII-1 of the National Qualifications Framework. The project team must meet the following requirements: Team Leader: • Proof of educational qualifications – diploma, certificate, transcript, or another relevant document issued by a competent authority or institution; and • A minimum of one (1) and a maximum of three (3) relevant references issued by clients for services rendered in the past five years (including the year in which the public procurement process began). Each reference must include: a description and value of the contract, the contract implementation period, confirmation that the contract was completed on time and with satisfactory quality, and contact details of the person responsible for verification. Relevant references for the Team Leader (1 person) shall pertain to services provided in the field of project management, along with a valid international project management certification (such as Project Management Professional (PMP), PRINCE2 Practitioner, PMI, IPMA, or an equivalent), issued by a competent authority or authorized organization. Business Analyst: • Proof of educational qualifications – diploma, certificate, transcript, or another relevant document issued by a competent authority or institution; • A minimum of one (1) and a maximum of three (3) relevant references issued by clients for services rendered in the past five years (including the year in which the public procurement process began). Each reference must include: a description and value of the contract, the contract implementation period, confirmation that the contract was completed on time and with satisfactory quality, and contact details of the person responsible for verification. Relevant references for the Analyst (1 person) shall relate to services provided in the field of analysis and optimization of online solutions, along with a valid GA4 (Google Analytics 4) certificate issued by a competent authority or authorized organization. System Architect: • Proof of educational qualifications – diploma, certificate, transcript, or another relevant document issued by a competent authority or institution; and • A minimum of one (1) and a maximum of three (3) relevant references issued by clients for services rendered in the past five years (including the year in which the public procurement process began). Each reference must include: a description and value of the contract, the contract implementation period, confirmation that the contract was completed on time and with satisfactory quality, and contact details of the person responsible for verification. Relevant references for the System Architect (1 person) shall pertain to services provided in the field of information systems architecture. Developer: • Proof of educational qualifications – diploma, certificate, transcript, or another relevant document issued by a competent authority or institution; • A minimum of one (1) and a maximum of three (3) relevant references issued by clients for services rendered in the past five years (including the year in which the public procurement process began). Each reference must include: a description and value of the contract, the contract implementation period, confirmation that the contract was completed on time and with satisfactory quality, and contact details of the person responsible for verification. Relevant references for the Developer (2 persons) shall pertain to services in the field of web development using the Symfony framework. Web Designer / UX Expert: • Proof of educational qualifications – diploma, certificate, transcript, or another relevant document issued by a competent authority or institution; • Proof of at least five (5) years of professional experience as a web designer which is demonstrated by a certificate issued by the employer or by any other document issued by the employer. • A valid international UX (User Experience) certification; • A minimum of one (1) and a maximum of three (3) relevant references issued by clients for services rendered in the past five years (including the year in which the public procurement process began). Each reference must include: a description and value of the contract, the contract implementation period, confirmation that the contract was completed on time and with satisfactory quality, and contact details of the person responsible for verification. Relevant references for the Web Designer/UX Expert shall be understood as references covering services related to the development, redesign, and maintenance of websites, including UX design, user flow structuring, and user experience improvement. Note for All: Only references for services completed within the past five years (counting from the submission deadline for offers) shall be considered valid. If the same client reference includes multiple individuals proposed by the bidder for the same assignment, such a reference will be accepted for each individual separately. 4. Ponuđači su dužni da uz ponudu dostave Izjavu ponuđača o ispunjenosti uslova utvrđenih zahtjevom i nepostojanju sukoba interesa, elektronski potpisanu od strane ovlašćenog lica ponuđača, koja se sačinjava na OBRASCU 2, koji je propisan Pravilnikom o načinu sprovođenja jednostavnih nabavki (Sl.list CG br. 16/23, 20/23, 36/23 ,114/23, 49/24 i 114/24 )/Bidders are required to submit, along with their offer, a Bidder’s Statement on Compliance with the Requirements Set Forth in the Request and on the Absence of Conflict of Interest, electronically signed by the authorized representative of the bidder. The ISO/IEC 27001 (CE) standard – ensuring information systems security – must be confirmed by an independent institution that has an established certification process and is accredited by an internationally recognized organization. 6. - Izjava privrednog subjekta da će Naručilacu posla osigurati 12 mjeseci garancije za pravilno funkcionisanje sistema web portala, kao i da će sve eventualne bagove i tehničke probleme koji proisteknu otkloniti u roku od 30 dana od dana prijave Naručioca, kao i da će otkloniti sve greške bez dodatne naknade i ako ukupno vrijeme za ispravljanje grešaka pređe 30 dana, da će garantni rok početi ispočetka. Izjava privrednog subjekta u kojoj se navodi da će Naručilac posla biti vlasnik Izvornog koda, kao i svih ostalih prava, uključujući pravo intelektualnog vlasništva vezano za sadržaj portala. Izjava privrednog subjekta u kojoj se navodi da ponuđač koje su predmet nabavke neće koristiti za izradu drugih web portala koncept, tekst, logo, fotografije ili video obezbjeđen od strane Naručioca koji su služili za potrebu održavanja sadašnjeg web portala. NAPOMENA: Izjava mora biti potpisana od strane ovlašćenog lica privrednog subjekta i ovjerena pečatom ili potpisana elektronskim potpisom ovlašćenog lica privrednog subjekta./• A statement by the business entity confirming that the bidder will not reuse the concept, text, logo, photos, or videos provided by the Contracting Authority – and used for the current portal – in the development of any other websites. NOTE: The statement must be signed by the authorised representative of the business entity and stamped, or electronically signed by the authorised representative of the business entity. 9. - Izjava privrednog subjekta da će kod predaje poslova nakon isteka/raskida ugovora, Ponuđač posla predati Naručiocu posla knjigu standarda kao i kompletnu dokumentaciju koja detaljno objašnjava nesmetan proces prenošenja svih podataka i nadogradnje sistema u slučaju da poslove na web portalu montenegro.travel preuzme drugi Ponuđač. Kao i da u slučaju da dokumentacija iz prethodnog stava nije dovoljna za nesmetan proces prenošenja svih podataka i nadogradnju sistema Ponuđač posla je dužan Naručiocu posla dostaviti izvorni i izvršni kod kao i pružiti svu neophodnu pomoć drugom Ponuđaču u vezi sa tim. In the event that the documentation is not sufficient to ensure an uninterrupted transfer and upgrade process, the contractor shall be obligated to provide the source and executable code, and extend all necessary assistance to the new contractor. NOTE: The statement must be signed by the authorised representative of the business entity and stamped, or electronically signed by the authorised representative of the business entity. 10. - Izjava privrednog subjekta da će: za Vođu tima angažovati lice koje ima dokaz za najmanje deset (10) godina radnog iskustva u oblasti upravljanja projektima, Za Analitičara angažovati lice koje ima dokaz za najmanje pet (5) godina radnog iskustva u oblasti analize i optimizacije online rješenja; Za Sistemskog arhitektu angažovati lice koje ima dokaz za najmanje pet (5) godina radnog iskustva kao arhitekta informacionih sistema, Za Programere angažovati lica koja imaju dokaz za najmanje pet (5) godina radnog iskustva kao web programeri na Symfony web okviru. Na zahtjev Naručioca pružiće dokaze o radnom iskustvu angažovanih lica. Rok izvršenja ugovora je 12 mjeseci od dana zaključenja ugovora./The duration of the contract's execution is 12 months from the date of its conclusion. 12. Mjesto izvršenja ugovora je Crna Gora./Montenegro is the location of contract execution. 13. Hosting i redovno održavanje web portala www.montenegro.travel /Hosting and Regular Maintenance of the Web Portal www.montenegro.travel I OPIS Nacionalna turistička organizacija Crne Gore sprovodi aktivnosti na unapređenju i održavanju zvaničnog turističkog portala www.montenegro.travel kao centralne digitalne platforme za promociju turističke ponude Crne Gore i pružanje kvalitetnih i lako dostupnih informacija domaćim i stranim korisnicima. Portal je predviđen za povezivanje sa drugim informacionim sistemima radi unapređenja razmjene podataka, poboljšanja korisničkog iskustva i jačanja digitalne podrške razvoju turističkog sektora. II CILJEVI Portal www.montenegro.travel predstavlja ključni digitalni kanal za promociju Crne Gore kao turističke destinacije i informisanje turista. Glavni ciljevi su: • Postati centralna tačka informisanja turista o turističkoj ponudi Crne Gore. • Promovisati turističke potencijale i raznovrsne usluge pod brendom Montenegro Wild Beauty. • Podsticati održivost i inovacije u turizmu kroz digitalizaciju i ekološke inicijative. • Podržati privatni sektor i turističku industriju kroz bolju digitalnu povezanost i vidljivost. Portal je ključni alat za predstavljanje Crne Gore kao turističke destinacije bogate prirodnim ljepotama, kulturnim nasljeđem, raznovrsnim smještajnim kapacitetima, ponudom aktivnog odmora, zdravstvenog turizma i gastronomije. III OPIS POSLOVA 1. ODRŽAVANJE PORTALA Ponuđač je dužan vršiti redovno održavanje i praćenje, kao i ažuriranja Credo CMS sistema, dodataka i drugih komponenti, kako bi se osigurale optimalne performanse web stranice i interaktivno korisničko iskustvo zvaničnog portala turizma Crme Gore www.montenegro.travel. Ponuđač treba održavati web portal i omogućiti nesmetano učitavanje stranica. Potrebno je osigurati redovno održavanje kako bi se portalu omogućilo nesmetano funkcionisanje u skladu sa zahtjevima Naručioca. • Redovno ažuriranje tehničkog rješenja i tehnička poboljšanja. • Bug tracking - Ispravljanje tehničkih bugova koji se javljaju u različitim situacijama korišćenja sistema. • Backup sistema - Obavezan kompletan backup portala (backup baze podataka i svih fajlova potrebnih za normalno funkcionisanje) na sedmičnom nivou. Generative Engine Optimization – GEO Na zahtjev Naručioca, ponuđač je dužan dostaviti koncept razvoja i prijedlog rješenja za unapređenje prisustva i relevantnosti portala www.montenegro.travel u rezultatima AI podržanih pretraživača i generativnih AI sistema (tzv. Generative Engine Optimization – GEO). Zadatak obuhvata analizu korisničkih upita u vezi sa turističkom ponudom Crne Gore, uključujući geolokacijski relevantne pretrage, kao i analizu postojećeg sadržaja portala u cilju identifikacije nedostataka i mogućnosti za njegovo unapređenje u kontekstu AI generisanih rezultata pretrage. Na osnovu analize, potrebno je definisati smjernice za unapređenje i optimizaciju sadržaja, sa ciljem jačanja vidljivosti i pozicioniranja portala kao relevantnog i autoritativnog izvora informacija o turističkoj ponudi Crne Gore u AI okruženju. Naručilac i Ponuđač će tokom realizacije aktivnosti zajednički definisati najprikladnije tehničko i organizaciono rješenje za ostvarivanje navedenih ciljeva, uključujući mogućnosti nadogradnje postojećeg sistema ili integracije sa eksternim (third-party) AI servisima i platformama, u zavisnosti od tehničke opravdanosti i funkcionalnih potreba. Ostalo Mogućnost poboljšanja funkcionalnosti web portala, na zahtjev poput sistema za integraciju sadržaja sa društvenih mreža na portal, kao i dijeljenje sadržaja sa portala na društvene mreže, newsletter i sl. Pripravnost za hitne intervencije (Standby) Ponuđač treba da obezbijedi pripravnost za hitne intervencije u slučaju tehničkih problema ili zastoja sistema. Pripravnost uključuje dostupnost stručnog osoblja radi hitnog otklanjanja kvarova u najkraćem mogućem roku, u skladu sa ugovorenim nivoima usluge (SLA). TEHNIČKA PODRŠKA Ponuđač treba osigurati minimum 10 sati mjesečne podrške. Ukoliko se sati ne iskoriste na mjesečnom nivou, prenose se u naredni mjesec. Mjesečna podrška uključuje: 1) Minimum 5 sati za generalnu podršku (opšta podrška, administracija, manje izmjene na sistemu, optimizacija). Cilj ove usluge je povećanje broja organskih posjeta, poboljšanje korisničkog iskustva web stranice i povećanje povratka posjetilaca na sajt. A. Kontrola kvaliteta • Pregled i analiza 404 grešaka i preporuke za njihovo ispravljanje. • Praćenje trendova SEO pozicija i identifikovanje područja za poboljšanja. • Manje ispravke sadržaja u cilju poboljšanja čitljivosti i relevantnosti. • Optimizacija fotografija (kompresija, ALT opisi, prilagođavanje dimenzija) radi bolje brzine učitavanja. • Implementacija analitičkih alata za potrebe praćenja stranica portala, njegovih korisnika i performansi. B. SEO optimizicija • Davanje savjeta za ispravke sadržaja s ciljem poboljšanja pozicija na pretraživačima. • Implementacija manjih ispravki sadržaja (meta podaci, unutrašnji linkovi) radi unapređenja SEO performansi. • Optimizacija stranica za mobilne uređaje kako bi se poboljšala dostupnost i korisničko iskustvo. • Unapređenje brzine učitavanja stranica kroz tehničku optimizaciju. C. Ažuriranja odredišne stranice i stvaranje potencijalnih klijenata: • Optimizacija korisničkog iskustva s fokusom na intuitivnost i jednostavnost korišćenja. • Unapređenje odredišnih stranica u cilju poboljšanja ključnih pokazatelja uspješnosti (KPI). • Optimizacija prodajnog lijevka kako bi se povećale mogućnosti za konverzije i generisanje potencijalnih klijenata. Navedene aktivnosti treba realizovati u okviru navedenih sati rada stručnog tima, uz fokus na prioritetne zadatke koje će se definisati u dogovoru sa Naručiocem usluge. 2) Minimum 5 sati za tehničku podršku (rješavanje problema, otklanjanje kvarova, korisnička podrška, optimizacija rada aplikacija poput mailing sistema). Napomena: Za eksterne apilkacije dodatne troškove snosi Naručilac posla 2. HOSTING Ponuda treba da osigura da performanse budu brze, pouzdane i bezbjedne. Od Ponuđača posla traži se da osigura hosting cjelokupnog tehničkog rješenja na serverskom sistemu koji ima dovoljni tehnički kapacitet s minimumom sljedećih godišnjih podataka o posjeti: • Visits – 900.000 • Unique Visits – 750.000 • Page Views – 3.000.000 Procjena trenda rasta posjete na godišnjem nivou, koju treba uzeti u obzir pri odabiru paketa hostinga, iznosi 35%. Ponuđač treba: • Izvještavati Naručioca o broju sati neplaniranog prekida tehničkog rješenja u svakom izvještaju za prethodni period. • Obavijestiti Naručioca o isteku hostinga minimum 3 mjeseca prije isteka. • Obezbijediti nesmetanu migraciju na drugi hosting ukoliko bude potrebno. Dodatno: • Backup: Redovno pravljenje i skladištenje sigurnosnih kopija podataka. • Sertifikat: Implementacija i održavanje SSL/TLS sertifikata za sigurnu komunikaciju. 3. UPRAVLJANJE SIGURNOŠĆU Ponuđač treba da: • Kontinuirano prati sigurnost portala i primijeni odgovarajuće mjere za zaštitu od: - SQL Injection - CSRF/Session Hijacking - HTML Injection - DDoS napada • Predloži dodatne mjere zaštite u skladu sa sigurnosnim standardima. • Redovno izvještava Naručioca posla o sigurnosnim propustima i ranjivostima te ih uklaniti u najkraćem mogućem roku. • Obezbijedi redovne sigurnosne nadogradnje tokom perioda održavanja. CDN USLUGA Ponuđač treba obezbijediti Cloudflare CDN ili ekvivalentnu CDN uslugu sa istim ili boljim funkcionalnostima koja uključuje: • Keširanje i optimizaciju sadržaja. • DDoS zaštitu. • SSL/TLS enkripciju. • Geo-distribuciju sadržaja. • Monitoring i analitiku./ I PROJECT OVERVIEW The National Tourism Organisation of Montenegro is implementing activities to enhance and maintain the official tourism portal www.montenegro.travel as a central digital platform for promoting Montenegro’s tourism offer and providing high-quality, easily accessible information to both domestic and international users. The portal is designed to integrate with other information systems in order to improve data exchange, enhance user experience, and strengthen digital support for the development of the tourism sector. II OBJECTIVES The website www.montenegro.travel is a key digital channel for promoting Montenegro as a tourist destination and providing information to travelers. Its primary objectives are: • Serve as the central hub for information about Montenegro’s tourism offerings. • Promote the country’s tourism potential and diverse services under the “Montenegro Wild Beauty” brand. • Foster sustainability and innovation through digital transformation and green initiatives. • Support the private sector and tourism industry through enhanced digital connectivity and visibility. The portal is a vital tool for presenting Montenegro’s natural beauty, cultural heritage, diverse accommodations, adventure travel options, health tourism, and culinary experiences. III SCOPE OF WORK PORTAL MAINTENANCE The Provider must regularly maintain and monitor the portal, including updates to the Credo 6 CMS, plugins, and other components, to ensure optimal website performance and an interactive user experience on the official tourism website www.montenegro.travel. Key responsibilities include: • Ensuring the smooth loading and functioning of the website in accordance with Client requirements. • Performing regular updates and technical improvements. • Bug tracking and fixing technical issues under different usage scenarios. • Weekly full backups (database and necessary files). Generative Engine Optimization (GEO) • At the Client’s request, the Provider shall provide a development concept and a proposed solution for enhancing the presence and relevance of the portal www.montenegro.travel in the results of AI-powered search engines and generative AI systems (so-called Generative Engine Optimization – GEO). The assignment includes an analysis of user queries related to Montenegro’s tourism offer, including geolocation-relevant searches, as well as an assessment of the portal’s existing content in order to identify gaps and opportunities for improvement within the context of AI-generated search results. Based on this analysis, the Provider will define guidelines for content enhancement and optimization aimed at strengthening the portal’s visibility and positioning it as a relevant and authoritative source of information on Montenegro’s tourism offer within AI-driven environments. During the implementation phase, the Client and the Provider will jointly determine the most appropriate technical and organizational solution for achieving these objectives, including options for upgrading the existing system or integrating external (third-party) AI services and platforms, depending on technical feasibility and functional requirements. OPTIONAL FUNCTIONALITY ENHANCEMENTS • Social media content integration and sharing. • Newsletter integration. • Other functional enhancements based on the Client’s request. EMERGENCY INTERVENTION READINESS The provider must ensure emergency support availability in the event of technical issues or system downtime. This includes having expert personnel available to resolve issues as quickly as possible, in line with the agreed Service Level Agreement (SLA). TECHNICAL SUPPORT The Provider will offer a minimum of 10 hours of support per month. Any unused support hours shall be carried forward to the following month. Monthly support services will include: Minimum 5 hours – General Support: • Routine admin support, minor updates, and system optimization. • Goals: boost organic traffic, improve user experience, and increase return visits. A. Quality Control • Review and fix 404 errors. • Monitor SEO/GEO trends and identify areas for improvement. • Minor content adjustments to enhance readability and relevance. • Image optimization (compression, ALT tags, resizing). • Implement analytics tools for tracking user behavior and website performance. B. SEO Optimization • Content improvement suggestions for better search engine rankings. • Minor SEO updates (meta data, internal linking). • Mobile responsiveness improvements. • Page load speed enhancements via technical optimization. C. Landing Page Updates & Lead Generation • User experience (UX) enhancements for usability and clarity. • Landing page optimization to improve KPIs. • Funnel optimization to increase conversions and lead generation. The above activities shall be carried out within the allocated working hours of the expert team, with a focus on priority tasks to be defined in consultation and agreement with the Client. Minimum 5 hours – Technical Support: • Issue resolution, troubleshooting, user assistance, and application (e.g., mailing system) optimization. Note: The Client will cover any additional costs related to third-party applications. 2. HOSTING The hosting solution must deliver high performance, reliability, and security. The provider is required to host the entire technical solution on a server with sufficient capacity to handle the following annual traffic: • Visits: 900,000 • Unique Visits: 750,000 • Page Views: 3,000,000 A projected 35% annual growth in traffic should be considered when choosing the hosting plan. The provider must: • Include in each report the total hours of unplanned downtime. • Notify the Client at least 3 months prior to hosting expiration. • Ensure seamless migration to a new hosting service if needed. Additional Hosting Requirements: • Regular backups and secure data storage. • Implementation and maintenance of SSL/TLS certificates for secure communications. 3. SECURITY MANAGEMENT The provider must: • Continuously monitor portal security and apply appropriate protection measures against: o SQL Injection o CSRF/Session Hijacking o HTML Injection o DDoS Attacks • Propose additional protection measures aligned with security standards. • Regularly inform the Client of security vulnerabilities and promptly resolve them. • Provide ongoing security updates during the maintenance period.
