PREDMET NABAVKE 1. FOND ZA ZAŠTITU ŽIVOTNE SREDINE - Internacionalna kompanija sa iskustvom u investicijama i EE, OIE, održivom transportu i održivom otpadu CPV: 90713000 Procijenjena vrijednost: 126811.58 EUR USLOVI UČEŠĆA 1. U postupku javne nabavke može da učestvuje samo privredni subjekat koji je upisan u odgovarajući registar u državi u kojoj privredni subjekat ima sjedište za registraciju privrednih subjekata i da posjeduje ovlašćenje za obavljanje djelatnosti (dozvola, licenca, odobrenje ili drugi akt) u skladu sa zakonom, ukoliko je to posebnim zakonom utvrđeno. Privredni subjekat je dužan da posjeduje Opšte iskustvo na kvalitetnom i uspješnom izvršavanju poslova iz oblasti predmeta nabavke što se dokazuje potvrdama izdatih od strane korisnika o pruženim uslugama o kvalitetnom i uspješnom izvršavanju poslova, i to: iskustvo na kvalitetnom i uspješnom realizovanju minimum 2 usluge u proteklih 5 godina, računajući i godinu u kojoj je započet postupak nabavke, vrijednosti minimum 125.000,00 € po usluzi, iz oblasti klimatskih promjena. Potvrda mora da sadrži ime, opis i vrijednost predmeta usluge, vrijeme realizacije ugovora i konstataciju da je ugovor blagovremeno i kvalitetno izvršen i kontakt lice, njegovu mail adresu i telefon, za provjeru podataka iz potvrde. Specifično iskustvo pri realizaciji minimum 1 usluge u proteklih 5 godina računajući i godinu u kojoj je započet postupak nabavke minimalne vrijednosti 125.000,00€ po usluzi, iz oblasti borbe protiv negativnih uticaja klimatskih promjena, te konkretnije iskustvo u sprovođenju desk analiza, i/ili iskustvo u izradi strateških nacionalnih dokumenata u oblasti klimatskih promjena i održivog razvoja, i/ili izradi nacionalnih dokumenata u oblasti smanjenja emisije gasova staklene bašte u ključnim sektorima energetske efikasnosti, obnovljivih izvora energije, industriji, i/ili saobraćaju, i/ili upravljanju otpadom, i usklađivanje ovih planova sa politikom rodne ravnopravnosti, sprovođenje radionica i obuka za zaposlene u nacionalnim institucijama na temu klimatskih promjena, izrada finansijskog investicionog plana za sprovodjenje Nacionalni-utvrđeni doprinos (NDC) i izrada Programa saradnje sa ZKF-om moraju biti realizovane na teritoriji regiona Zapadnog Balkana i EU. Privredni subjekt je u obavezi da dostavi predlog Metodologije tj. organizaciju i plan rada u cilju uspješne realizacije usluge na maksimalno 15 stranica A4 formata. Organizacija treba da sadrži odgovore na minimum sledeća pitanja: OBRAZLOŽENJE - Bilo koji komentar na Projektni zadatak za uspješno izvođenje aktivnosti, posebno u vezi sa ciljevima i očekivanim rezultatima, pokazujući na taj način stepen razumijevanja usluge. Privredni subjekat je dužan da dostavi Izjavu o dostupnosti projektnog tima tokom cijelog trajanja ugovora za realizaciju projekta. 8. Nabavaka usluge Internacionalne kompanije sa iskustvom u investicijama i EE, OIE, održivom transportu i održivom otpadu/International company with experience in investments and EE, OIE, sustainable transport and sustainable waste Projekat „Unapređenje kapaciteta Nacionalne kontakt osobe za saradnju sa Zelenim klimatskim fondom i jačanje nacionalnih aktivnosti za sprovođenje ažuriranog Nacionalno utvrđenog doprinosa smanjenju emisija gasova staklene bašte (NDC)“, je finansiran od strane Zelenog klimatskog fonda (ZKF) kroz program podrške za spremnost i pripravnost (eng. GCF Readiness and preparatory support), a sprovodi ga Fond za zaštitu životne sredine Crne Gore (Eko-fond). U prethodnom periodu Crna Gora je uspostavila institucionalne i administrativne preduslove za saradnju sa Zelenim klimatskim fondom i odredila Nacionalnu kontakt osobu sa ciljem daljeg unapređenja iste. U aprilu 2021. godine Vlada Crne Gore usvojila je Nacionalni program prioritetnih aktivnosti u oblasti ublažavanja i prilagođavanja na klimatske promjene u okviru saradnje Crne Gore sa Zelenim klimatskim fondom za period 2021-2023, kojim je definisan okvir i procedure za saradnju kao i liste prioritetnih projekata za finansiranje. U okviru tog dokumenta prepoznate su potrebe Nacionalne kontakt osobe, nadležnih institucija u oblasti klimatskih promjena, kao i novoformirane nacionalne institucije za finansiranje u oblasti životne sredine - Eko-fonda, za dodatnom podrškom i izgradnjom kapaciteta. U tom smislu, navedeni projekat će imati fokus na postizanje sledećih ciljeva: - Unapređenje kapaciteta Nacionalne kontakt osobe za saradnju sa ZKF-om, uključujući kapacitete za planiranje finansiranja klimatskih akcija; - Unapređenje kapaciteta Eko-fonda za planiranje i pristupanja finansiranju klimatskih akcija i podršku sprovođenju Nacionalno utvrđenog doprinosa smanjenju emisija gasova staklene bašte (NDC); - Ažuriranje Nacionalnog programa prioritetnih aktivnosti u oblasti ublažavanja i prilagođavanja na klimatske promjene u okviru saradnje Crne Gore sa Zelenim klimatskim fondom i njegovo usaglašavanje sa NDC u skladu sa novim smjernicama ZKF-a za izradu programa saradnje; - Podrška sprovođenju NDC kroz izradu investicionog plana za finansiranje prioritetnih aktivnosti. ZKF finansiranje bi podržalo Crnu Goru u izgradnji povoljnog institucionalnog okruženja i kapaciteta za razmatranje ublažavanja klimatskih promjena i identifikaciju klimatskih investicija i finansiranja na nacionalnom nivou. To bi omogućilo Vladi Crne Gore da identifikuje, odredi prioritete i implementira akcije i investicije koje će podržati niskougljenični i klimatski otporan razvoj u skladu sa nacionalnim prioritetima. I na kraju, podržao bi NDA, Radnu grupu NCSDCCICZM i Eko-fond da unaprijede potrebne kapacitete i uvedu mehanizme koordinacije i investicione strategije za implementaciju NDC 2. Osnovne dužnosti i odgovornosti ponuđača: Rezultat 1. Izrada ažuriranog Nacionalnog programa prioritetnih aktivnosti Crne Gore u oblasti ublažavanja i prilagođavanja na klimatske promjene, harmonizovanog sa ciljevima Zelenog klimatskog fonda (ZKF), načelima rodne ravnopravnosti i Nacionalno utvrđenim doprinosom smanjenju emisija gasova staklene bašte u okviru Pariskog klimatskog sporazuma (Nationally Determined Contribution - NDC 2). Kao rezultat biće dostavljen ažuriran plan prioritetnih projekata klimatskih promjena, kao dio Programskog dokumenta zemlje. Aktivnosti: ❖ Sprovesti desk analizu relevantnih dokumenata uključujući prvi Nacionalni program prioritetnih aktivnosti (CP) kao i relevatnih sektorskih strategija i akcionih planova, zakona, podzakonskih akata i ostalo; ❖ Pripremiti nacrte ažuriranog CP koji je usklađen sa ciljevima i politikom rodne ravnopravnosti ZKF-a, kao i ažuriranim Nacionalno utvrđenim doprinosom smanjenju emisija gasova staklene bašte u okviru Pariskog klimatskog sporazuma (NDC 2); ❖ Održati u Crnoj Gori najmanje 3 jednodnevne radionice/obuke sa po minimum 20 učesnika (osobe iz nacionalnih i lokalnih institucija, kao i NVO sektora, relevantnih za NDC 2 sektore energetske efikasnosti, obnovljive izvore energije, industrije, transporta, upravljanja otpadom i ostalo); ❖ Održati najmanje 12 (uživo i on-line) sastanaka sa relevantnim nacionalnim zainteresovanim stranama ❖ Pripremiti i poslati finalnu verziju ažuriranog CP koji usklađen sa ciljevima i politikom rodne ravnopravnosti ZKF-a, kao i ažuriranim Nacionalno utvrđenim doprinosom smanjenju emisija gasova staklene bašte u okviru Pariskog klimatskog sporazuma (NDC 2) sa inkorporiranim komentarima dobijenih od zainteresovanih strana i od strane nalogodavca na usvajanje; ❖ Održati prezentaciju finalnog dokumenta za sve zainteresovane strane u Crnoj Gori; ❖ Pružiti podršku u komunikaciji o projektnim aktivnostima i najavama, kao i informacijama na temu događaja za sajt i mreže Eko-Fonda; ❖ Dizajnirati i ištampati najmanje 10 kopija finalnog Nacionalnog programa prioritetnih aktivnosti u oblasti ublažavanja i prilagođavanja na klimatske promjene. Dokument treba da je dvojezičan - na engleskom i crnogorskom jeziku. Rezultat 2. Izrada rodno senzitivnog investicionog plana za Crnu Goru u cilju sprovođenje Nacionalno utvrđenog doprinosa smanjenju emisija gasova staklene bašte u okviru Pariskog klimatskog sporazuma (NDC 2) u ključnim sektorima energetske efikasnosti, obnovljivih izvora energije, industriji, saobraćaju i upravljanju otpadom. Aktivnosti: ❖ Sprovesti procjenu finansijskih potreba Crne Gore za implementaciju aktivnosti i mjera predviđenih u okviru NDC 2; ❖ Identifikovati, obrazložiti i dati opise kao i korake pri prijavi za sve moguće izvore finansiranja, uključujući domaće i međunarodne izvore, za implementaciju aktivnosti predviđenih u okviru NDC 2; ❖ Identifikovati, analizirati primjenjivost, opisati i detaljno razraditi finansijske mehanizme koji će omogućiti implementaciju aktivnosti predviđenih u okviru NDC 2; ❖ Dostaviti nacrt analize procjene finansijskih potreba, mogućih izvora finansiranja i seta finansijskih mehanizama za implementaciju NDC 2 na komentare i sugestije nadležnim nacionalnim institucijama i Sekretarijatu ZKF i uvrstiti iste; ❖ Održati u Crnoj Gori najmanje 3 jednodnevne radionice/obuke sa po minimum 15 učesnika (osobe iz nacionalnih i lokalnih institucija, kao i NVO sektora, relevantnih za NDC 2 sektore energetske efikasnosti, obnovljive izvore energije, industrije, transporta, upravljanja otpadom i ostalo); ❖ Poslati finalni dokument na usvajanje; ❖ Održati prezentaciju finalnih dokumenata za sve zainteresovane strane u Crnoj Gori; ❖ Dizajnirati i ištampati najmanje 10 kopija finalnog plana u boji. Dokument treba da je dvojezičan - na engleskom i crnogorskom jeziku. Trajanje ugovora je do 01. juna 2024. godine sa mogućnošću produžetka ugovora. Članovi projektnog tima su u obavezi da minimum 75 radnih dana budu u Crnoj Gori sa ciljem realizacije aktivnosti u skladu sa projektnim zadatkom Ponuđač sam snosi troškove putovanja, smještaja, hrane i ostalog tokom boravka projektnog tima u Crnu Goru, dok je naručilac odgovoran za organizaciju, tehničku i logističku podršku pri organizaciji radionica, treninga i sastanaka. Troškove organizacije istih snosi naručilac. / Project "Improving the capacity of the National Contact Person for cooperation with the Green Climate Fund and strengthening national activities for the implementation of the updated Nationally determined contribution to the reduction of greenhouse gas emissions (NDC)", is financed by the Green Climate Fund (GCF) through the GCF Readiness and preparatory support program, and is implemented by the Environmental Protection Fund of Montenegro (Eco-fund). In the previous period, Montenegro established institutional and administrative prerequisites for cooperation with the Green Climate Fund and designated a National Contact Person with the aim of further improving it. In April 2021, the Government of Montenegro adopted the National Program of Priority Activities in the Field of Mitigation and Adaptation to Climate Change as part of Montenegro's cooperation with the Green Climate Fund for the period 2021-2023, which defined the framework and procedures for cooperation as well as lists of priority projects for financing. Within that document, the needs of the National Contact Person, competent institutions in the field of climate change, as well as the newly formed national institutions for environmental financing - the Eco-Fund, for additional support and capacity building. With reference to this, the project will focus on achieving the following goals: - Improving the capacities of the National Contact Person for cooperation with the GCF, including capacities for planning the financing of climate actions; - Improving the capacity of the Eco-Fund for planning and access to the financing of climate actions and support for the implementation of the Nationally Determined Contribution to the Reduction of Greenhouse Gas Emissions (NDC); - Updating the National Program of priority activities in the field of mitigation and adaptation to climate change within the cooperation of Montenegro with the Green Climate Fund and its harmonization with the NDC in accordance with the new guidelines of the GCF for the development of cooperation programs; - Support for the implementation of the NDC through the development of an investment plan for financing priority activities. GCF financing would support Montenegro in building a favorable institutional environment and capacity to consider climate change mitigation and identify climate investments and financing at the national level. That would enabled the Government of Montenegro to identify, prioritize and implement the actions and investments it will support low-carbon and climate-resistant development in accordance with national priorities. And finally, it would support the NDA, the NCSDCCICZM Working Group and the Eco-Fund to improve the necessary capacities and introduce coordination mechanisms and investment strategies for the implementation of NDC 2. Basic duties and responsibilities of the bidder: Result 1. Preparation of the updated National Program of priority activities of Montenegro in the area of mitigation and adaptation to climate change, harmonized with the objectives of the Green Climate Fund (GCF), the principles of gender equality and the Nationally Determined Contribution to the reduction of greenhouse gas emissions within the framework of the Paris Climate Agreement (Nationally Determined Contribution - NDC 2). As a result, an updated plan of priority climate change projects will be submitted, as part of the Program Document of the country. Activities: ❖ Conduct a desk analysis of relevant documents, including the first National Program of Priority Activities (CP) as well as relevant sector strategies and action plans, laws, by-laws and others; ❖ Prepare drafts of the updated CP that is aligned with the goals and gender equality policy of the GCF, as well as the updated Nationally determined contribution to the reduction of greenhouse gas emissions within the Paris Climate Agreement (NDC 2); ❖ Conduct in Montenegro at least 3 one-day workshops/trainings with a minimum of 20 participants each (persons from national and local institutions, as well as the NGO sector, relevant for NDC 2 sectors of energy efficiency, renewable energy sources, industry, transport, waste management and others); ❖ Conduct at least 12 (live and online) meetings with relevant national stakeholders ❖ Prepare and send the final version of the updated CP that is aligned with the goals and policy of gender equality of the GCF, as well as the updated Nationally determined contribution to the reduction of greenhouse gas emissions under the Paris Climate Agreement (NDC 2) with incorporated comments received from stakeholders and the client for adoption; ❖ Conduct a presentation of the final document for all interested parties in Montenegro; ❖ Provide support in communication about project activities and announcements, as well as information on the topic of events for the Eco-Fund website and networks; ❖ Design and print at least 10 copies of the final National Program of Priority Activities in the field of climate change mitigation and adaptation. The document should be bilingual - in English and Montenegrin. Result 2. Development of a gender-sensitive investment plan for Montenegro in order to implement the Nationally determined contribution to the reduction of greenhouse gas emissions within the framework of the Paris Climate Agreement (NDC 2) in the key sectors of energy efficiency, renewable energy sources, industry, transport and waste management. Activities: ❖ Conduct an assessment of the financial needs of Montenegro for the implementation of activities and measures provided for in the framework of NDC 2; ❖ Identify, justify and provide descriptions as well as steps for applying for all possible sources of funding, including domestic and international sources, for the implementation of the activities provided under NDC 2; ❖ Identify, analyze the applicability, describe and elaborate in detail the financial mechanisms that will enable the implementation of the activities provided under NDC 2; ❖ Submit the draft analysis of the assessment of financial needs, possible sources of funding and a set of financial mechanisms for the implementation of NDC 2 for comments and suggestions to the competent national institutions and the Secretariat of the GCF and include them; ❖ Conduct in Montenegro at least 3 one-day workshops/trainings with a minimum of 15 participants each (persons from national and local institutions, as well as the NGO sector, relevant for NDC 2 sectors of energy efficiency, renewable energy sources, industry, transport, waste management and others); ❖ Send the final document for adoption; ❖ Conduct a presentation of final documents for all interested parties in Montenegro; ❖ Design and print at least 10 copies of the final plan in color. The document should be bilingual - in English and Montenegrin. The duration of the contract is until June 1, 2024, with the possibility of contract extension. The members of the project team are obliged to work a minimum of 75 working days in Montenegro with the aim of implementing activities in accordance with the Term of Reference. The bidder bears the costs of travel, accommodation, food and other expenses during the stay of the project team in Montenegro, while the contracting authority is responsible for the organization, technical and logistical support during the organization of workshops, trainings and meetings. The costs of their organization shall be borne by the contracting authority.
